      1. Declaration requirements

      1.The fourth batch of specialized special new "small giant" enterprises are voluntarily applied by provincial specialized special new small and medium-sized enterprises, and the first batch of specialized special new "small giant" enterprises voluntarily apply for review, and the relevant applications do not charge any fees, and it is not necessary or recommended to apply through any intermediary agency。Audit adhere to fairness and justice, as long as the enterprise truthfully fill in the report, and provide information。

      2.In line with the relevant identification standards of specialized and special new "little giant" enterprises in the "Measures", the relevant concepts need to be strictly grasped in accordance with the "some indicators and requirements description" in Annex 4 of the "Measures"。

      3.For the enterprise that has been listed as the single champion enterprise or product of the manufacturing industry of the Ministry of Industry and Information Technology，No longer recommended;For enterprises that have a holding relationship (holding/being held by more than 50%) with specialized new "little giant" enterprises identified by the Ministry of Industry and Information Technology，And companies producing similar leading products within the same group，Not recommend。

      二、About the fourth batch of specialized special new "little giant" enterprise cultivation

      Recommendation and initial review。Provinces, autonomous regions, municipalities directly under the Central Government and cities separately planned, and the competent departments of small and medium-sized enterprises of the Xinjiang Production and Construction Corps (hereinafter referred to as the provincial competent departments of small and medium-sized enterprises) are responsible for organizing the initial verification and recommendation of the fourth batch of specialized and special "little giant" enterprises。Enterprises that meet the declaration requirements of the preferred organization fill in the "fourth batch of specialized and special new 'Little giant' enterprise application form" (Annex 1), and put forward recommendations after preliminary verification。    

      Audit and announcement。The Ministry of Industry and Information Technology organizes the review of the recommended materials reported by various localities。According to the results of the audit, the list of the fourth batch of specialized and special "little giant" enterprises will be determined and released。

      三、Review of the first batch of specialized new "little giant" enterprises

      Recommend and review。The review work is mainly local, and the provincial small and medium-sized enterprise authorities organize the first batch of specialized and special new "small giant" enterprises that meet the declaration requirements to fill in the "Application for review of the first batch of specialized and special new" small giant "enterprises" (Annex 2), and put forward the requirements for review materials in combination with the actual work。To adhere to strict standards, strict checks, through the combination of field research and material review, in accordance with the specialized special new "little giant" enterprise identification standards one by one review, verification, recommendations。For the "little giant" enterprises that have not passed the review, it is also necessary to explain the reasons。The application for review and supporting materials shall be kept for future reference。  

      Audit and announcement。The Ministry of Industry and Information Technology will organize experts to focus on the aspects of enterprise scale, innovation ability, compliance management, industrial orientation, etc., to conduct formal review of the recommended enterprises in various places, conduct spot checks on the enterprises according to the situation, and determine and publish the list of the first batch of specialized and special new "little giant" enterprises that have passed the review。In order to strengthen policy cohesion, before the release of the list, the original title of the first batch of specialized and special new "little giant" enterprises is still valid;After the release of the list, the original title of the first batch of specialized special "little giant" enterprises will automatically become invalid, and the enterprises in the list shall prevail。

      四、Declaration method

1.The application and review of the new "little giant" enterprise shall be combined with online submission and offline submission, and the online and offline data shall be consistent。
