Scope of support:Incorporated in China (excluding Hong Kong, Macao and Taiwan) or in accordance with foreign countries (placesDistrict) resident enterprises that are established by law but have sound accounting in China for their actual management organs, implement audit and collection, and can accurately collect R&D expenses, and pay enterprise income tax。
Basic conditions:
(1) The total number of employees of the enterprise in the previous year shall not exceed 500, the annual sales revenue shall not exceed 200 million yuan, and the total assets shall not exceed 200 million yuan;
（二）企业提供的产品和服务不属于于国家发展和改革委员会《世界十大电子游戏平台》规定的禁止、限制和淘汰类; 不属于财政部、国家税务总局、科技部《十大电子游戏平台》（财税〔2015〕119号）规定的不适用税前加计扣除政策的行业。
(3) No major safety, major quality accidents, serious environmental violations, and serious dishonesty in scientific research have occurred in the previous year, and the enterprise is not included in the abnormal business list and the list of serious illegal and dishonest enterprises;
(4) The score obtained by the comprehensive evaluation of the enterprise according to the evaluation index of scientific and technological smes shall not be less than 60 points, and the score of the index of scientific and technological personnel shall not be 0 points。
◆ Through train conditions
Conform to the aboveAn enterprise under the evaluation conditions, if it meets one of the following conditions at the same time, is not subject to the restriction of the score of the comprehensive evaluation, and can be directly confirmed to meet the conditions of science and technology smes:(1) The enterprise has a high-tech enterprise qualification certificate within the validity period;
(2) The enterprise has won national science and technology awards in the past five years;
(3) The enterprise has a certified research and development institution at or above the provincial and ministerial level;
(4) The company has led the development of international standards, national standards or industry standards in the past five years。
Subsidy policy:
The depository registration number for small and medium-sized technology-based enterprises shall be valid for the whole year in which it is obtained。Small and medium-sized technology-based enterprises evaluated for storage can enjoy preferential policies, including increasing the deduction ratio of research and development expenses and extending the period of loss carryover。
（1）Increase the proportion of additional deductions for research and development expenses。The rate of additional deductions for small and medium-sized scientific and technological enterprises will be raised to 100%。Extension of the period for carrying forward losses;
(2) As of January 1, 2018, an enterprise with the qualification of a science and technology small and medium-sized enterprise in the current year, the loss that has not been made up in the five years before the qualifying year, is allowed to be made up in the year after the carry-over, and the maximum carry-over period is extended from 5 years to 10 years。
